I've created a few themes but would like to make them permanent (so I don't have to reapply every time I shut off my console). I've searched high and low and there was somewhat of a topic on psxhax, but it didn't make much sense. Is it possible to create a permanent theme?

You cannot create permanent custom themes. Permanent official themes work by basically extracting the license files from them, installing the FPKG license and then installing the theme. This way the PS4 thinks that you own the theme and the theme can be used permanently. Custom themes don't have any licenses.
