I need help with the Library

I need help with the Library ,,My PS4 is Activated with PSN Profile ,, but the Library Icon has disappeared. I have another Non-PSN Secondary Account and in it if the Library works perfectly.
Is there any way to Install the Library Icon, without Rebuilding Database?
