Fixed issue where:

While running you cannot use the UFG when you have no weapons equipped

While standing and preforming the reload aciton, you cannot move until the reload action is finished

Player did not gain the speed over bonus from vanilla gameplay

Known issue:

When shooting/reloading/using UFG while running it bugs the animation but still allows the player to move
