within the latest update it seems the extra stratagem isn't showing up and I updated it this morning so I should be on the right version, for the sake of argument I reverted to the version of The mod from the 8th I believe least that's when I downloaded it.

what I have found out is the fifth stratagem does show up so I'm not sure what's going on with that but definitely some weirdness within the recent update.

This is a nice mod, but I think the cooldown reduction with Mark 2 and Mark 3 is bugged. At least with my orbital laser, as soon as I hit Mark 2, it had no cooldown at all. I did have a mod to remove the limit of 3 uses on the orbital laser, but left the cooldown untouched. I can confirm, it had a cooldown in my normal loadout slots and no cooldown in that 5th slot as soon as it upgrade to Mark 2.

I've ran a check of disabling mods one by one and for PSO 0.9.2 getting stuck in an infinite queue for extra stratagems are these mods:
Armored Overhaul 3.4.0
Field Repair
Automaton Turret Spotlights
Mods that are changing meshes of firearms (partially confirmed, I only noticed it with AR-23 Liberals mods)

Seems like im having some issues, Mod worked fine yesterday but now pressing f3 opens it for a micro second then closes immediately

I'm also having this issue and I don't know because I went through two different versions of runtime and it still did it when it was fine just yesterday so I'm really unsure.

I've tried to diagnose the problem and I'm unsure what it is, I've tried multiple different things and I have no idea what could be the problem, all I know now is it's unusable because of the fact I've turned off several different mods that I recently updated and or recently got and nothing's working even for the sake of argument I tried to reinstall the most current version of this mod and results showed the exact same.

as for my last theory I reverted a different mod that I updated to see if it's possibly what the problem is and no it seems to still not want to work, I mean in my case I don't have anything tied to f3 the only thing that is would be run time, yet it's never been an issue.

finally not only other thing I tried was to revert this mod to last version I had just for the again sake of argument and it's the same deal I really don't know what it is that could be causing it, and sorry that this is such a long response but I wanted to make sure I covered all possible bases I can think of.
