They are both good in their own way. I thought I liked the skirt version a lot already but the panties version is awesome addition as well. O-3 is all about speed, so running skirtless conveys that is some ways.
I think making this panties version barefoot or socks only makes it more distinct in appeal--like she was in a hurry and couldn't dress up fully. If you can do that I'd love it even more and treasure it. At least for the lean body version, please?

Texture is baked into the model so unless he's also an artist and can redraw the texture, I think it's not possible. Commission him on discord maybe? With enough money, maybe.....

I think GFL2 models have their feet model left inside the shoes (at least on some models) so hopefully only recoloring is required. If it is too much trouble then I completely understand, the skin is GOATed either way.
Also, it is never bad to just ask. For example, I asked the creator K^5 on this site to remove the shoes on his Blue Archive Neru Bunnysuit O-3/UF-16 model (lean body only), and he did it very quickly and free, to my delight.

Wrong, some models have their stocking baked into the feet. Like Cheeta's skin for example. Removing her stocking also removes the feet. It also has some weird transparencies that can't be loaded using material combiner and will need to be manually edited. Idk I've just gotten into modding this crap for 3 days and might not know it all. But I'm pretty sure that's how it works in most of the cases.

Edit: Yep I checked on blender, removing the stocks or shoes also removed the feet. I don't have the original MMD model but at this stage, even if the MMD model does have the feet, He might need to redo the mod from the start to make that variation.
