Installing
step 1:copy this INI file to C:\Users\YOURUSERNAME\AppData\Local\HT\Saved_Global\Config\Windows
step 2:RIGHT CLICK ON "ENGINE.INI" AND MARK READ ONLY SO SETTINGS WILL NOT BE DELETED

I made this using the help on WuWa(wuthering waves) config files
This mod in theory makes it run better on low end hardware
I made this on a low end PC

--MY PERSONAL PC SPECS--
PROCESSOR: AMD Ryzen 3 2200U with Radeon Vega Mobile Gfx 2.50 GHz
INSTALLED RAM 20.0GB (17.9 USABLE)

I am extremely sorry to inform you that as of right now I have no knowledge about doing this on android/mobile port, I to understand the frustration of a bad phone. the shadows on my specific phone flash wildly at times... I am currently working on getting this updated to have some foliage(nature) instead of completely bare. i will in the future when more details about the configs try and work on an android port for this mod. I truly appreciate the waiting and support
