Why is there a 1 hour cooldown on my Stratagem before I even get to use it?

So cool!!!
I love this a lot, makes the Maxigun even more fun!

Super clean, love the weapon, love the menu options you gave us to tweak it ourselves!

Just wish it didn't have to replace the maxigun!
