REBALANCE AND SPAWNING FIXES..
2 MODES HAVE BEEN ADDED VIA ARSENAL, FOR MAXIMUM ENEMY OUTPUT USE "Swarm MAX"

- swarm max may or may not crash the game occasionally for me in testing once in the ship and never again, one alert calls down 2-3 dropships and 50+ voteless appear around every street corner relatively often on D10, which is a huge improvement over v1 of this mod.

for optimal performance and drastically less enemies use Swarm (tested ceilings)
