The original mod was deleted by the original author (Apofes) in Nexus Mods because they got tired of updating it and dealing with people bro is Chudmaxxing fr, but luckily I found a direct download link online and updated the mod to work with the current version of the game. The mod sadly doesn't replace any voice lines, so Lady Liberty will still sound like the regular Democracy Officer 
The mod also affects the CM-17 and F-05 armors because they share parts with the Democracy Officer's armor:
