Fleshmob Surge + Cool Stuff

Fleshmob Surge option added
-Adds 10 Fleshmobs to your patrols, no matter what other options are enabled.

Faster Patrol Spawns (probably)
-Decreases enemy cost so the game can properly spam you

Watchers Option

Added an option to add some watchers to the patrols that can spawn. Makes things harder in normal missions, doesn't do jack in Defense missions.
