I wanted to ask if when swapping out a hard drive, lets say to an ssd, can you install older firmware on it?

If you are re-installing PS4 system software on any harddrive, you can only install the most recent that was EVER installed on that specific PS4 or later.

So for example... if you have a PS4 that was 5.55 on a stock hard drive, if you put in a ssd, you can install 5.55, 6.00,6.01,6.02, etc but you COULD NOT INSTALL 5.05, 4.73, 4.55 etc.

You can install the same or go forward, but never downgrade backwards.
