So I have been trying to mods this game for a while and I finally found a way to be able to have access to the texture and model which is a 267Go file while I was working on that on a mod for Borderlands 2 I remembered that both games run on unreal engine 3 and that Borderlands 2 had splash screen so I just copied the files from my mod on borderlands 2 to bioshock infinite and boom it work so I just took some picture and put hem in the right format and Voila...
