Goal
Sustained area denial and close-range pressure, with delivery and resupply changes that keep specialist tools usable.
Version 9.5 — installation and scope
Install with the Helldivers 2 Mod Manager, then enable the individual equipment options you want. Restart after changing selections. Requires HD2Runtime 0.40.0, Bingus Mod Loader 18 or later, and the VanillaPlus baseline used by the main 9.5 release. Wait for patches to settle and spawn fresh equipment.
Use the main Arsenal Accord mod OR the standalone packs; do not install both. The standalone packs can be combined with one another. Each item has one owner pack; shared native bullet/damage records are the exception described below.
Arsenal Accord - Progress is an optional separate loading display that combines the installed packs into one bar. There is no embedded progress bar, chat announcement or kicking system in this balance pack.
Shared native records
Identical shared edits are included where needed and applied once across the standalone packs. This is not full native-record isolation: other equipment using the same bullet, damage or status record can inherit those fields even without its own pack installed.
Sterilizer also changes the global Acid Storm status duration from 1 to 5 seconds. This can affect the weather status, not only the weapon.
B/FLAM-80 Cremator
Why the change?
The backpack flame weapon commits both support and backpack capacity to close-range denial. More fuel, better refill volume and slightly improved handling make that commitment last through a fight without redefining its damage.
Backpack ammunition capacity: 500 → 600
Backpack ammunition per supply pickup: 250 → 300
Ergonomics: 5 → 10
Starting backpack ammunition: 500 → 600
EAT-700 Expendable Napalm
Why the change?
Expendable Napalm combines a meaningful direct rocket hit with its retained incendiary payload. More consistent penetration at awkward impact angles rewards hitting the intended surface; the 120-second call-in still makes a disposable shot a choice. This is an Accord adjustment on the existing profile. Open with the impact. Leave the argument burning.
9.5 — reliable napalm-rocket impact
Direct rocket AP, direct / slight / large / extreme: 3 / 3 / 3 / 0 → 4 / 4 / 4 / 4. The 0.9.3 extreme-angle target was 1.
Base cooldown in seconds: 140 → 120
FLAM-40 Flamethrower
Why the change?
The handheld flamethrower should be easier to bring onto a nearby threat. Better ergonomics improves that close-range handling, while the smaller spare stock preserves a meaningful fuel-management cost.
Ergonomics: 5 → 20
Magazines per supply pickup: 6 → 5
Spare magazines: 5 → 4
TX-41 Sterilizer
Why the change?
Give the Sterilizer a clear squad-support role. Acid Storm stays active longer after the last applying hit, giving teammates more time to follow up, while improved ergonomics help the operator keep the stream on target. Soften the target; let Democracy finish the job.
Supported loadout: Acid Storm application strength 1, a 5-second Acid Storm status duration and 35 ergonomics. The duration belongs to the shared Acid Storm status and applies to every source using it. Gas damage, spray geometry and confusion retain their existing settings.
Loadout comparison
Utility comparison — acid follow-up window
The comparison measures how long the existing Acid Storm status remains after the last applying hit. It does not model gas damage, status refreshes or kill times.
9.5 implementation: the Sterilizer option extends the shared Acid Storm duration from 1 to 5 seconds. Existing strength-1 acid application and 35 ergonomics are retained. The native duration control is writable; these figures describe the configured status window.
Balance credit: Arsenal Accord support design informed by player feedback. Retained gas, confusion and acid application strengths are 1. Five-second Acid Storm is GLOBAL: weather and every other source using it also receive it. Native application and immunity rules still apply. Range, wind response and lingering cloud geometry are unchanged.
Credits and validation
Built from the published Arsenal Accord 9.5 settings, including GRASS-derived work and the Accord revisions identified above. Current HD2Runtime exposes the fields used by these packages. The standalone archives passed API, option-selection and combined-load-order checks; these checks are not a new live gameplay test. Breakpoint charts are calculated estimates under their stated assumptions. Use balance mods with a consenting squad.
Equipment artwork: Helldivers 2 / Arrowhead Game Studios; crossover equipment belongs to its respective owners. Unofficial fan balance project.
