Dummy .esp file for the Unofficial Skyrim Special Edition Patch (USSEP). Doesn't actually contain anything; it simply fulfills requirements for mods that don't actually need it, such as "Alternate Start - Live Another Life".
This was created because USSEP makes changes that aren't just patches and change actual gameplay elements such as (but not limited to) changing an entire ebony mine, tweaking ingredient values, and capping J'Zargo's level.
Use with caution, as any mods that actually require USSEP aspects probably won't work correctly. Again, this file doesn't actually contain anything; its just a dummy file used for fulfilling requirements.
Works for all platforms (except maybe switch idk).
