I found this mod in my hard drive, and it looks quite cool.
Didn't see it available anywhere, so I'm sharing here.

It replaces color #4 for Sagat's costume 1.

Drop the contents of the zip file inside your game folder at:
...\Steam\steamapps\common\Super Street Fighter IV - Arcade Edition\patch_ae2_tu1\battle\chara\SGT
