Is it possible to obtain a FPKG game from PSN like, Everybody's Gone to the Rapture ?
Or do they all have to be on disk to make a FPKG?
 
Yes, of course its possible. FPKG is nothing more than the "app thats running". You start your app, you activate the dumper, it dumps the app.
 
PSN dumps are just really rare because PSN doesn't work on JB console due to old firmware. So you need someone with a console who has the PSN games already downloaded and still licensed.
