Based off of taffy's HarvesterSurge mod

Simple mod that replaced all Illuminate spawns with either Voteless, or Overseers.
Enjoy the swarms broh.

Same dependencies as everything else, Bingus Shared Loader, HD2Arsenal, blahblahblah.
Let me know if you guys crash with this, and I'll try to fix it.

It works on Host Client side. I assume if u join someone else, it's turned off, but my Xbox friends joined me and we were fighting Voteless only together.
